Brazil has definitively approved the elimination of roaming charges within the Mercosur countries, marking a significant step towards regional integration and convenience for travelers. The Senate ratified the legislative proposal, known as the Legislative Decree Project (PDL) No. 159 of 2022, which had already received the nod from the Chamber of Deputies in 2024. With this approval, the agreement only needs to be officially enacted to come into force.
The decision to abolish international roaming fees within Mercosur is expected to provide substantial benefits to Brazilian citizens who travel to other member countries. This move ensures that travelers will be charged local rates for mobile services by their operators, without any extra fees. This initiative not only simplifies mobile usage across borders but also promotes greater connectivity and communication among the member nations.
When Will it Take Effect?
The implementation of this change is still a few months away. The Senate approved the PDL on August 22nd, 2025. Following this, the text requires promulgation by Congress, which involves its official publication in the Diário Oficial da União (Federal Official Gazette) to gain legal standing.
Upon publication, the elimination of Mercosur roaming charges is expected to take effect within 90 days. Senator Sergio Moro (União-PR), the rapporteur of the project, highlighted the significance of this agreement:
“People residing in border regions will be particularly benefited, as they are often compelled to pay roaming services on a daily basis due to work, business, or study needs. I especially want to point out the Triple Frontier region between Brazil, Paraguay, and Argentina, encompassing the cities of Foz do Iguaçu, Ciudad del Este, and Puerto Iguazú, where cross-border movements are a common routine for many residents.”

Given that this is a Legislative Decree Project, which falls under the exclusive jurisdiction of the National Congress, the text does not require presidential sanction to become effective. This streamlines the process and ensures that the benefits of this agreement can be realized more quickly by the citizens of Mercosur member countries.
